Carlo Nino

Chief Operating Officer

Carlo Nino is a seasoned leader with over two decades of combined military, civilian, and interagency experience specializing in systems engineering, strategic operations, and international program management. He is a former United States Marine Corps Major with extensive expertise in ISR operations, unmanned systems, crisis response, and international security cooperation. Carlo has successfully managed multi-million-dollar defense and aerospace programs, integrating cross-functional teams across government, military, and commercial sectors.

  • OMNI Consulting Solutions, U.S. Space Force – Senior Systems Engineer
    Led comprehensive acquisition planning and systems integration initiatives across classified SATCOM, digital engineering environments, and lifecycle management. Coordinated enterprise-level alignment for space operations, ensuring compliance with rigorous DoD and international requirements.

  • SAIC – Senior International Programs Analyst (SETA)
    Directed international cooperative agreements and security cooperation initiatives to enhance capability development and strategic alignment between the U.S. and partner nations.

  • METIS Solutions – Military Advisor (SETA), Uganda
    Provided strategic advisory to the Uganda People's Defense Force under the U.S. Government’s African Peacekeeping Rapid Response Partnership. Executed comprehensive training and operational capacity development programs supporting UN peacekeeping readiness.

  • Helen Keller International – Deputy Country Director, Bangladesh
    Oversaw operations for humanitarian programs, implementing PMP and Lean Six Sigma methodologies across finance, logistics, risk management, and security operations, supporting over fifteen active international projects.

 

Military Service:

Carlo honorably served over 10 years as an officer in the United States Marine Corps, achieving the rank of Major. His assignments included ISR mission commander for VMU-2 ScanEagle operations and leadership of complex civil-military integration efforts in Afghanistan, Liberia, Djibouti, Uganda, Bangladesh, and Haiti.

  • Authored "The Farah Provincial Handbook" (IDS International, 2010), enhancing civil-military operational effectiveness in Afghanistan.

  • Advised multinational civil-military operations, delivering high-level strategic communications to senior government officials at the Departments of State and Defense.

  • Developed robust cost models and led trade-off analyses for DoD programs valued at over $350 million.

  • Directed over 200 international program rollouts, successfully coordinating multinational stakeholder efforts.
